Education File: A four to six-section file containing an offender's educational and vocational records. In accordance with federal guidelines these records are to be maintained in a locked filing cabinet, accessible to designated staff. (251.01)
Egregious Crime: Conspicuously offensive crime, characterized by cruelty, brutality, or wanton callousness. (371.10, 371.11)
Elective Training: any stipend training which is not a core competency or mandated. (107.01)
Electronic Mail (e-mail): Refers to the electronic transfer of information typically in the form of electronic messages, memoranda, and attached documents from a sending party to one or more receiving parties via an immediate telecommunications system. (76.04)
Electronic Search Devices: Any electronic equipment developed for and/or commonly used by Department of Corrections’ officials whose function is to perform non-intrusive searches (e.g. metal detectors). (409.01)
Eligible Employees: Any DOC employee who is, or could be, in the Corrections Bargaining Unit who has, at some point in their career, been assigned to the position of CO I in Vermont for at least six months. (124.01)
Eligible Recipient: A federal or state agency, a municipality, or a nonprofit organization that has entered into a Service Contract with the department of Corrections. (392.02)
Emergency: Any situation where the failure of an individual to take immediate action would place themselves or another at risk of death or bodily injury. (413.01, Interim Procedure – Use of Force Field and Threats on Staff)
Emergency Arrest: Following specific criteria, the arrest of an offender on probation, parole, or supervised community sentence by the supervising correctional officer when the situation doesn’t allow for the obtaining of an arrest warrant from the hearing authority. An emergency arrest is by definition an unusual incident. (413.06)
Emergency Grievance: A grievance processed by expedited methods to resolve an issue, which presents: (1) a threat of death or injury; (2) a threat of disruption of facility operations; or (3) a need for prompt disposition because the time is lapsing when meaningful action or decision is possible. (320.01)
Emergency Log: A log that is started during a facility emergency to track and maintain detailed information pertaining to the emergency. (414.03)
Emergency Operations Center (EOC): Central office planning and operations center mobilized during facility emergencies. (414.03)
Emergency Preparedness: A comprehensive system of training, planning, and response to all types of facility and community emergencies. (414.03)
Emergency Treatment: Those palliative dental services necessitated immediately by pain, infection, hemorrhage, or trauma. (352)
Emergent/Reactive Use of Force: The use of force in situation where time and circumstances do not permit approval by higher ranking employees or consultation or planning. (413.01)
Endorser: The rater’s superior who reviews the evaluation according to criteria explained later in Policy # 113. (113)
Enforcement: compel; carry out effectively, to give force to. (03)
Entire Case Plan: An evolving record of the Offender Responsibility Plan detailing the goals and required action steps designed to reduce offender risk, foster responsibility, repair harm, and support community reintegration. (371.05 - 11/07)
Entitlement Programs: Programs such as medical services, mental health services and education that are provided as a legal entitlement to offenders and are subject to standards established by the professional disciplines. (52.01)
Escape: Is any action by the offender, which leads Corrections’ employees to believe the offender intends to absent him or herself from state custody or supervision indefinitely. (410.01)
Escape from Custody: When an offender who is on furlough escapes or attempts to escape from lawful custody in accordance with Vermont Law: 28 V.S.A. 808 and 13 V.S.A. 1501(b) (2). (Interim Procedure – Use of Force Field and Threats on Staff)
Escapee: (1) A person who, while in lawful custody, is attempting to allude or evade supervision and/or has left the State to avoid supervision. (407.03) (2) A person, while in lawful custody, escapes or attempts to escape from any correctional facility. (413.07)
Escorted Leave: The approval of an inmate to leave a correctional facility for a short period of time accompanied by a staff member or certified volunteer. (372.03)
Ethical Standards: A list of behaviors and expectations to which a practitioner or service must adhere to be in good standing as a professional in the particular service area. (Reference: National Association of Alcohol and Drug Counselors Code of Ethics). (254.03)
Evaluation Referral: Evaluations requested from outside service providers and/or Department of Corrections specialists. (371)
Excessive Force: A type or amount of force beyond that which is reasonably necessary to control the situation and achieve the correctional objective or the continued use of force after it is no longer reasonably necessary. (413.01)
Executive Management Team: An operations team of the Department’s Central Office which includes the Facilities, Field, Program, Classification, and the Community and Restorative Justice Services Executives and is chaired by the Deputy Commissioner. (02)
Exemplary: Worthy of imitation, serving as a model or commendable. (371.08, 371.11)
External Agencies: Includes, but not limited to, the State Police, Local Police or Sheriffs, National Guard, Office of Emergency Management, local Fire Departments, and EMS. (26.05)

Facility Log: A master daily record of events detailing significant security and operations activities by a shift at a correctional facility. (403.02)
Facility Service Crew: A group of inmates from a correctional facility supervised by one or more correctional officers. Their purpose is to perform work service for government and non-profit agencies. Inmates participate on service crews to learn work habits and to add value to the community. (407.01)
Facility Staff: A person who is paid to work directly within an assigned correctional facility, classified or unclassified. (415)
Facility Rules: Written rules established by a facility concerning inmate conduct. These rules are specific to the facility and will not contradict this administrative directive. (410.01)
Faith Representative: A spiritual leader who is empowered by a particular faith group to administer ordinances and sacraments, perform rites, counsel, instruct, and provide worship and religious services. (380.01 – 1/08)
Faith Group: A religious or spiritual denomination, sect, or organization that is recognized by the Department of Corrections. (380.01 – 1/08)
Family Member: A spouse, child, sibling, parent, or legal guardian of a victim, next of kin, domestic partner. (502.01)
Family Support: Twenty percent (20%) of gross wages will be deducted and applied to any court ordered child support or family support payments. If no court order exists, and the inmate has dependants, the inmate will contribute twenty percent of gross wages to a family member designated by the inmate and approved by the Facility Superintendent. (394.02)
Felony: An offense whose maximum term of imprisonment is more than two years. (326.01)
Field Contact: An interaction or observation with an offender or collateral person happening outside the office. Examples include an offender’s residence, work site, or other field sites, not to include jail or treatment site. (371.17)
Field Training Officer (FTO): A staff member assigned the role of training and evaluation of a new employee on post. (106.06)
Field Training Program Manual: A manual designed to provide direction and guidance in the administration of a standardized field-training program associated with the Vermont Department of Corrections. (106.06)
Final Report: All staff and supervisory written reports that are forwarded to the Director of Security and Supervision. (405.02)
Fit Test: The use of a protocol to qualitatively or quantitatively evaluate the fit of a respirator (SCBA) to an individual. (See also Qualitative Fit Test-QLFT and Quantitative Fit Test-QNFT.) (404.02 - 3/07)
Firearm: A pistol, revolver, or other weapon of any description, loaded or unloaded, from which ammunition can be fired. (413.01)
Fixed Leave Time: Once a leave request has been approved, it permanently becomes the employees designated leave time, unless cancellation is approved by the Superintendent or Designee. (122.02)
Fluorescent Ink Stamp: A stamp which is utilized for the identification of all visitors except holders of Department of Correction’s I.D. cards, or Department of Correction’s Volunteer I.D. cards, and law enforcement officers I.D. cards, or Buildings Division employees who have picture I.D.’s. Follow-up Medical Evaluation: Any medical review or procedure that may be required of uniformed staff by a contracted health care professional upon review of a completed Respiratory Medical Questionnaire. (404.02 - 3/07)
Food Allergies: Adverse reactions to foods that are fought by the immune system and can be verified. (354.05 - 9/07)
Food Preference: Foods that one personally prefers to consume. (354.05 - 9/07)
Food Services Officer: A Department Correctional Officer (including CO I, CO II and Cook C) also serving in the role as food services staff, who plans menus, and orders and prepares food served to inmates in a correctional facility. (354.05 - 9/07)
Force: Any action within the force continuum by a staff member that is intended to compel an offender or inmate to act or cease acting. (413.01, Interim Procedure – Use of Force Field and Threats on Staff)
Foreseeable Risk of Harm: A case-by-case determination by department employees in consultation with treatment providers and others involved in the offender’s case planning that is based upon: (1) an offender’s prior criminal background, personal history and current conduct; (2) the type of crime for which an offender was most recently convicted; and (3) the surrounding circumstances in which the offender is being supervised, including the relationship of the offender to a third party or third parties. Formal Process: There are two types of formal process: the first is the use of the offender disciplinary system as defined by directive 410.01; the second is a furlough revocation that would require a case review and or a case staffing. (371.16)
Formal (Standard) Grievance: A written complaint filed by an inmate/offender concerning a departmental action, incident, policy or condition which affects that person. The inmate/offender must file an informal complaint before initiating a formal grievance. (320.01)
FTO Oversight Committee: A committee made up of representatives from each facility and HRD to oversee, monitor, and make recommendations to improve and maintain a standardized Field Training Program. (106.06)
FTO Site Coordinator: A staff member assigned the responsibility of coordination of field training associated with the Vermont Correctional Academy. (106.06)
Furlough: (1) A period of reintegration into the community following incarceration during which the offender was participating in restorative and/or risk management programs. (256) (2) An approved absence from a correctional facility under precise conditions. (351.02)
Furloughee: A person in the custody of the Commissioner serving all or part of his/her incarcerative sentence in the community outside a correctional facility. This includes offenders on Pre Approved Furlough (PAF), Conditional Re-entry (CR), and Furlough (FR). (371.14, 373, 373.01, 407.03)
Furlough Investigation: The gathering of information by the CCSC Correctional Officer to determine whether the proposed residence, employment and scheduling is appropriate to offender community placement. (313.02)
Furlough Period: The period of time an offender serves while on furlough that lasts from the point of initial furlough until released to another status. (371.16)
Furlough Reintegration (FR): The process by which an offender is released from a correctional facility into the community. (313.02, 372.05)
